David Ringelstein joined Presley Burton & Collier, LLC, in 2008, prior to which time he was a partner in the public finance department with another Birmingham law firm.

David practices in the areas of public, municipal and commercial finance including (a) representation as bond counsel in Alabama of cities, counties, boards of education, hospitals and health care organizations, non-profit (including Section 501(c)(3)) organizations, utility systems, and other political subdivisions, (b) representation as bank counsel in Alabama and other states of commercial banks in providing secured and unsecured financing to public and private organizations (including taxable and tax-exempt private and public financings involving loans, leases, letters of credit and other forms of credit facilities and liquidity facilities), (c) representation as tax counsel in Alabama and other states of underwriters, financial advisors and placement agents in public finance offerings, (d) advising clients with respect to tax and other incentives for business development in Alabama, and (e) drafting of legislation and constitutional amendments. A particular emphasis of his practice has been serving as tax counsel on 501(c)(3) financing projects, having served as lead tax/bond counsel on over one hundred tax-exempt 501(c)(3) financing projects spread across approximately 17 states.

David is a native of Florence, Alabama, and is a 1993 magna cum laude graduate of the University of Alabama and a 1996 magna cum laude graduate of the University of Alabama School of Law. David also holds an LL.M. (Master of Laws) degree in taxation from New York University School of Law in New York, New York. While in law school, David was an editor of both the Alabama Law Review and The American Journal of Tax Policy and was elected President of the Student Bar Association. He is a member of the American Bar Association, the Alabama State Bar, National Association of Bond Lawyers and the Birmingham Tax Forum. In 2007, David was named a member of the Best of the Bar in the field of public finance by The Birmingham Business Journal.
